The land is 42,000 square feet and includes the following APNs: 205-05-127, 205-05-128, 205-05-129, and 205-05-130.

The Property was originally built in 1931, with a west side building addition in the 1940's. The Property is improved with an office building with first floor area of approximately 3,938 s.f., second floor area of approximately 252 s.f., and a basement area of approximately 2,400 s.f., and totaling area of approximatley of 6,590 s.f. 

The main office building is eligible for the National Register of Historic Places, under Criterion A – Historic Events/Trends. The surrounding landscape is not historic.

The property is zoned C-2, General Business Zone, under the jurisdiction of the City of Coolidge. The Zoning Map indicates that site is adjacent to the west side of a clustered properties along Main Street that are designated as within the Historic District, however, the site is not withing that district area.  In addition, the site is within an area designated for housing revitalization, per the Coolidge Downtown Action Agenda 2007. The highest and best use of the property is commercial and/or residential.

The National Aeronautics and Space Administration (NASA) and the U.S. General Services Administration (“GSA”) have partnered to issue this Request for Proposals (RFP) to obtain proposals from highly qualified and financially capable developers to plan, finance, develop, operate, and maintain a rental residential housing with ancillary retail project (Housing Project) that:
 
  • Develops a minimum of 1,930 rental housing units and approximately 100,000 square feet of ancillary support retail and services
  • Develops approximately 46 acres of prime Silicon Valley property
 
The primary objective of this opportunity is to build new housing at NASA Ames in Silicon Valley, as contemplated in the NASA Ames Development Plan (“NADP”).  The proposed lease will provide an opportunity for an experienced developer to increase local housing stock and to enhance the functioning and ongoing development of a world-renowned research facility, located at Moffett Field, California.
                                                       
Through the RFP and subsequent lease agreement, NASA seeks to attain its goals to:
 
  • implement the housing mitigation measure contemplated by the NADP and the Record of Decision (“ROD”) to the Final Programmatic Environmental Impact Statement (PEIS);
  • promote the construction and occupancy of a minimum of 1,930 housing units, including a minimum of 10% of affordable units, and ancillary support retail and services;
  • maximize financial benefits to the Government;
  • obtain best value to the Government, through an open, public competition;
  • leverage the expertise of the real estate industry. 
Housing Project Development Milestones:
 
  • Ground lease and development agreement are executed no later than Fall 2018.
  • Complete infrastructure improvements by December 31, 2020.
  • Commence 1st vertical construction of a minimum of 300 units of rental residential in calendar year 2021 (or sooner). 
  • Commence 2nd vertical construction of a minimum of an additional 300 units of rental residential in calendar year 2023 (or sooner). 
  • Complete all construction of rental units by 2028.
 
The Preferred Selected Lessee (“PSL”), as a lessee to NASA, will be required to comply with applicable laws, regulations and policies, including, but not limited to, environmental compliance.
